HANCOCK, NY – September 23, 2025 – Town Supervisor William "Jerry" Vernold announced this week that he has signed a letter to Congressman Josh Riley (CD-NY19) expressing strong support for maintaining federal funding for critical disability services programs, with particular emphasis on supporting The Arc of Delaware County and its vital community services.

Supervisor Vernold joined advocates across New York State in urging Congress to protect funding for the Individuals with Disabilities Education Act (IDEA) and Developmental Disabilities Assistance and Bill of Rights Act (DD Act) programs in the upcoming FY2026 federal budget.

"The Arc of Delaware County has been a cornerstone of our community for nearly 60 years, providing essential services to children and adults with disabilities throughout our region," said Supervisor Vernold. "From their headquarters in Walton, they've demonstrated time and again their commitment to helping individuals with disabilities live with dignity and independence while contributing meaningfully to our communities."

The Arc of Delaware County, founded in 1967, serves residents across Delaware County through comprehensive programs including education, employment support, residential services, family assistance, and guardianship programs. The organization operates from 34570 State Highway 10 in Walton and provides services that directly impact families throughout the region, including many Hancock residents.

"As both Town Supervisor and a member of the Delaware County Board of Supervisors, I see firsthand how organizations like The Arc strengthen our entire county," Vernold continued. "Their employment assistance programs, educational services, and community support initiatives align perfectly with our goals of creating opportunities for all residents to thrive."

Supervisor Vernold's letter to Congressman Riley emphasizes the critical nature of federal funding for programs that support people with disabilities, noting that proposed budget cuts would "endanger the well-being of people with disabilities and weaken supports in every state." The letter specifically highlights concerns about proposed elimination of funding for University Centers for Excellence in Developmental Disabilities and cuts to Protection and Advocacy Systems and State DD Councils.

"These aren't just funding lines – they represent a promise to our most vulnerable residents," Vernold explained. "The Arc of Delaware County transforms these federal investments into real, tangible improvements in people's lives. Their work creating pathways to employment, ensuring educational opportunities, and providing essential support services makes our entire community stronger."

The Arc of Delaware County is part of The Arc New York, the largest nonprofit in the state serving people with developmental disabilities, supporting over 60,000 individuals statewide.

Locally, the organization provides employment coaching, residential services, family support, and advocacy services that help individuals with disabilities participate fully in community life.

The letter to Congressman Riley was part of a coordinated advocacy effort organized by The Arc to ensure continued federal support for disability services programs that serve millions of Americans and their families.
